I loaded the file into microsoft photo editor and adjusted the brightness and contrast then I saved the file as a bmp file and loaded it into microsoft paint. I then divided it up into using the line tool and added different colour fills to the seperate areas and a bit of filling in with the spray can. I opened the bmp file in photo editor again and softened it a touch and saved it as a jpg.
